Registering/licensing/Insuring

Hello, new to the site.  Thare are some sweet rides on here!  I am new to the kit-car concept.  It all seems like a great idea, but I am wondering how difficult is it to license/title/insure a kit-car?  If a vehicle is a new "replica", but all new parts, then does it have to be up to current emissions/safety etc?
